Define TS7700 healthcheck dashboard in OXES

OXES has access to a tremendous amount of data from the BVIR tape which it is already processing, but unless specific situations are coded for known exceptions OXES does not help alert to impending performance issues with the tape subsystem. As a result even with access to the BVIR data customers will often experience a problem first, then develop a situation until the next problem comes along. OXES should do a better job of presenting the health of the tape subsystem without customer built situations to proactively warn of potential issues.
