Automatic RESTART of collections if current time is more than x hours away from the normal scheduled restart.

There are several collections that one can schedule .. for example RMM collections or Dataset Attributes collections... If the TEPS Started task has been restarted (due to an IPL for example), and the current time is AFTER the time set in the collections, then one wouldn't see a collection until the next time/day. Our preference would be to have an automatic restart of those collections each time the STC has been started. 

One could think of an exemption if the current time is close to the daily scheduled time... for example if it's within 1 or 2 hours, then restarting the collections at that time might "not be necessary" but that might be depending on the (average) time that such collection task would normally take.
