Enhance HACL SendKeys() API to return a return code or throw an exception when a command is failed to send into the host.

IBM TPF Operations Server (TOS) uses HACL APIs to interface with Personal Communications. The product uses the SendKeys() API to send TPF commands into to the host. ANA (All Nippon Airways) experiences command lost when their host system (TPF) is busy. The PCOM trace indicated that the host was not ready to receive the command, RC = 4:

(OUT) : Function = (003) Send Key
(OUT) : Return Code = 4

The command was thrown out by SendKeys(). Since Sendkeys() API does not return error return code (void) or throws an exception when the command fails to enter into the host, TOS can not redrive the same command. PCOM developer told us that there is no way to get around this command lost problem using HACL. We will need to use EHLLAPI SendKeys() to retrieve the return code. However, our product will need to rewrite the 3270 interface to use EHLLAPI library. Our lab will require at least 6 months to learn/develop/test while ANA is waiting for a solution for their production system.
