Provide utility which reports missing prerequisites for a specific compiler version in a specific environment

We would like to be able to run a utility from SIBMZCMP library which checks and reports, which prerequisites for the current compiler build are missing in a specific environment.

    We don't have a good way to do this currently, but if there is a failure because an alternate system lacks a new function, you will get a message such as "CEE3501S The module IBMP0174 was not found." and that can tell the service team exactly what is missing. Also, when and if there is a new release of LE, the PL/I library will be built in such a way as to make it easy to tell if it is current (or not) on any particular system or sysplex

    This would be very, very useful but also not easy to do
