Support for more formats in date patterns

Please add support for the following date patterns:

DD/MM/YYYY
DD/MM/YY

I had previously requested support for these date patterns in RFE 108211 along with three others, and 108211 is marked as delivered, but these two patterns don't seem to be implemented as part of the other RFE. The other three patterns are documented in V5.2 LR manual and working in V5.1 after applying maintenance.

    This was delivered with runtime APAR PI98727 - no compiler update is neeeded, but the latest 5.2 compiler level will optimize some usage of them

    these patterns are indeed common in some parts of the world
