Restore CMPAT(LE) in PL/1 V5R1 compiler

A (limited) set of our PL/1 code base is still using CMPAT(LE), which is not supported anymore by the latest V5R1 PL/1 compiler. This was discovered late in our testing phase and can not be changed before the launch. Can you restore support for CMPAT(LE) in the V5R1 compiler ?

now that we know there are users on z/OS of this option setting, it would be good to continue to support it
