Add MQ support to 64-bits PL/1 applications

We are migrating existing PL/1 applications to 64-bits. These applications are accessing MQ via the MQ API and RRS coordination. There is currently no support for MQ 64-bits PL/1 callers, only for C 64-bits caller.
Theoretically, the dll providing MQ support to 64-bits C application could also be called from PL/1 if the PL/1 MQI structures definitions and parameters lists are adapted (members CMQEPP and CMQP in SCSQPLIC).

    We are working with MQ to help them provide this. But this requirement will not be directly satisfied by PL/I, and so we are changing its status to "rejected"
