Update LRM and add warning message for the new way of "Passing arguments to the MAIN procedure" via PARMDD

Please update the language reference manual and strongly recommend coding the parameter to a MAIN procedure as CHAR(*) VARYING (plus INONLY NONASGN) instead of CHAR(100) VARYING.

Please add a new warning message if a respectively the only one parameter to a MAIN procedure without NOEXECOPS is declared with a fix length.
