Enhanced XMLCHAR builtin function

XMLCHAR can currently produce ebcdic encoded XML documents only. We have the need to generate UTF-8 encoded XML documents from a structure containing UCHAR fields.
The XMLCHAR output encoding could be driven by an extra optional argument (similarly to PLISAXC).
Tags would be generated in the requested encoding, and data would be converted as required.

    Support for a new XMLUCHAR built-in function. has been delivered via PTFs to the 5.3 compiler and to the run-time. It will be documented when the books are updated.But in short, XMLUCHAR is like XMLCHAR except 1) it fills the buffer with UTF-8 data and 2) the structure may now have UCHAR elements
