Decrease e-private usage

When taking code coverage in IDz for load module which is on CSA/ECSA in IMS FP region, the process ABENDed by using mass e-private.
(Refer to PMR# 01458,695,760 for details)

The environment where we experienced the ABEND was as follows ;
- Compiled with Enterprise PL/I V5.2
- User module runs on IMS FP region
- User application module is loaded on CSA/ECSA
- Headless code coverage daemon runs on z/OS USS.
- EQAOPTS module is changed as follows;
EQAXOPT DYNDEBUG,OFF
- TEST compiler option TEST(ALL,HOOK,SYM,SEPARATE)
- LE TEST runtime option
TEST(ALL,"*","PROMPT","TCPIP&xxx.xxx.xx.xx%8006:*")
- Headless code coverage daemon start parameter
ccstart -port=8006 -cclevel=LINE -savesource -zipresult

For testing purpose we prepared 700 test programs with 100 statements each. (The logic is the same for all programs)
We link edited the 700 test programs in one load module.

Actual customer application has maximum 1,400 programs in one load module, and each program has different logic.
The maximum program statement is more than 20,000.
In actual customer environment not all 1,400 programs run in one transaction, but by continuous execution of multiple different transactions,
the executed number of programs grow and causes mass memory consumption.
Therefore our request is to decrease e-private usage as much as possible to avoid ABEND by using mass e-private.

    This was resolved via some runtime APARs
