Add ALL | SOURCE as 1st and STRICT | LOOSE as 2nd new suboptions to RULES(NOLAXINOUT)

We would like to get 2 new suboptions to RULES(NOLAXINOUT):

- ALL (default) or SOURCE as 1st suboption with the same meanings like for all other options.
- STRICT (default) or LOOSE as 2nd suboption where STRICT means it applies to all INOUT variables (explicitly declared with INOUT or INOUT applied by default) and LOOSE only to those explicitly declared with INOUT.

    Adding STRICT and LOOSE to NOLAXINOUT will probably be very useful especially since STRICT might produce too many messages
