Add CASE( UPPER | ASIS ) compiler option to left names as is but without making PL/I case-sensitive

We would like to get a new CASE compiler option:

- CASE(UPPER) as default translates names to uppercase (as before).
- CASE(ASIS) lefts names as is but without making PL/I case-sensitive.

    Delivered as part of APAR PI75582 / PTF UI44364

    The new CASE option specifies whether some names will be shown in uppercase or in the case in which they appeared in the source.

    Under CASE(UPPER), all names will be shown in uppercase.

    Under CASE(ASIS), names will be shown in the case in which they appear in the source in

    The AGGREGATE, ATTRIBUTES, and XREF listings
    The values returned by the PACKAGENAME, PROCNAME and ORDINALNAME built-in functions
    PUT DATA output as long as the TEST option is not used and as long as the compilation unit contains no GET DATA statements

    UPPER is the default
