make JSON-builtin non UTF-8 compatible

Whenever we use the jsonGet* oder jsonPut* function we always have to convert it from or to EBCDIC(1148) to UTF-8(1208) as we store and send this structure in Db2 Tables and on MQ and we don't want to convert it at two different places.
Therefore it would be good if these builtins could return the json either by the compile-time codepage option or a by an additional parameter in the function.

    After further discussion with the customer, this will be rejected (largely because JSON is well-defined for UTF-8, but not for EBCDIC)

    This would probably require one or more new (sub)options
