Extend PL1 memory layout for fields of "type" char(n) varying

The memory size used to hold a complex PLI copy book is fix also if there are some fields declared as "char(n) varying". If such a "varchar" is not completely filled there is some unused waste memory.

The memory layout should be (optional) optimized by externelize this "varchar" fields into a separate memory buffer. As a result the overall memory size used will shrink.

Due to processing by IBM, this request was reassigned to have the following updated attributes:
Brand - Servers and Systems Software
    Product family - Programming Languages
    Product - PL/I Compilers

For recording keeping, the previous attributes were:

This "optimized memory" feature should also be available for fixed length char fields, i.e. char(n).
Remarks: Due to Peter Elderon it's in discussion to additionally support non char based fields.
