PL/I should offer built-in functions to clean and normalize XML

The importer currently has code that cleans XML (by replacing invalid characters with blanks, etc) and normalizes XML (by replacing ampersands, etc by their pre-defined entity values). This code includes a 64K static table and is linked into every importer module. If these functions were provided by PL/I built-in functions, all those modules would be that much smaller and these functions would be available to PL/I users who process XML

    it would be good to have these functions for both the importer and for other users
