EPLI V4.3 - INLIST and BETWEEN builtins for checking against multiple values resp. range/interval

We would ask for two new builtins. One (named INLIST or just IN) for checking a variable against a list or set of values. The other (named BETWEEN) for checking if a variable lies within (or between) two values (namely >= v1 AND <= v2). Exactly such functionality already exists in DB2 SQL (IN resp. BETWEEN predicate).

    this was delivered in 4.3 and 4.4 via APAR PI05990 and is documented (and improved on) in 4.5
