EPLI V4.3 - String assignment "by init"

With this new option "by init" during string assignment it should be possible to assign the declared INIT-values to a structure.

If no init-values were set, assignment should be blank/0, as it is done with str=''; (no undefined values)

Maybe with another option, for example "by initonly", only fields with INIT-values should be assigned, undefined fields are possible.

    We have some concerns with adding this to the language in part because we think there is already a way to do this. Namely,

    if you declare a structure as static with whatever initial values desired, then you can do declare an automatic structure like it and get those same values - and later if you want to re-initialize the structure you can simply assign the static structure to the automatic (or even do a faster plimove)

    In general, it's better for the PL/I language not to add features that can readily be accomplished with existing language
