EPLI V4.3 - message for initial in combination with overlayed storage should produce a warning

As shown in the language reference the INITIAL attribute can be specified for a based variable. The initial values are
assigned only upon explicit allocation of the based variable with an ALLOCATE or LOCATE statement.

Therefore, the use of the initial attribute is designed and useful for "rearly based storage"

In case of "only storage overlay" the initial attribute is ignored without a message.
At least a warning would have been helpful in order to avoid false interpretations (no init happens)
