Add RULES(NOLAXCALC) with 1st suboption ALL | SOURCE and 2nd suboption EXCEPT()

We want to ensure that no calculations are done with CHARACTER, GRAPHIC, PICTURE, WIDECHARACTER and/or WIDEPICTURE variables:

Therefore we would like to get a new RULES suboption [NO]LAXCALC:
- With LAXCALC as default
- With ALL (default) or SOURCE as 1st suboption for NOLAXCALC
- With EXCEPT() as 2nd supoption (like for NOLAXSTMT), which is optional or may be empty – means for all – as well as EXCEPT(CHAR,GRAPHIC,PIC,WCHAR,WPIC) – means NOLAXCALC.

    We would prefer another solution:

    Therefore we would like to get a new RULES suboption [NO]LAXCALC:
    - With LAXCALC as default
    - With ALL (default) or SOURCE as 1st suboption for NOLAXCALC
    - Or with any combination of (CHAR,GRAPHIC,PIC,WCHAR,WPIC) as suboptions for NOLAXCALC.

    example:
    NOLAXCALC(CHAR PIC)
    >no calculations are allowed with CHAR and Pictures.
