Change PL/I compiler behavior when generating message IBM5109 for detected infinite loop

This RFE is to ehnace the compiler behavior for when the following message is generated:

WARNING IBM5109: Infinite loop detected in function xxxxx. Program
may not stop.

Currently when this message is generated at compile time the message is being sent to STDOUT rather than being placed in the SYSPRINT compiled listing and is not associated to any line number in the compiled listing.

It would be helpful to be able to see this message placed with other compiler generated messages in the compiled listing and also have the associated line of code identified in the message.

We made some changes to improve this, but some BE messages produced by the V5 PL/I compiler will still come out to STDOUT
