EPLI V4.3 - Expand Statement Number in DBRM with file-id

As shown in DSNXNBRM the integrated sql preprocessor uses four bytes as statement number in the dbrm:

With use of line-number.file-id as statement number enterprise pli actually use only the line-number as statement number in the dbrm.
Since we use includes with sql statements their statement number in the dbrm (only the line-number from the include) is insufficent.

Enterprise PLI should use a combination of line-number and file-id in the four byte of sql statement number
e.g. some bits for file-id and the rest for line-id
