Provide PL/I source listing when available, despite the severity of the error, when using LISTVIEW(SOURCE)

System: Enterprise PL/I
Actor: A developer

Description: When developers compile a program with LISTVIEW(SOURCE) option, and the compiler finds a serious error in the source program, it shows the exact line number of this problem. But it doesn't show the source listing (as it does when specifying INSOURCE option). If your environment have default compile options, you currently have two bad options:
- Specify INSOURCE (in addition to LISTVIEW(SOURCE)). This option will lead to duplicate listings for every compilation having an error with a severity lower than Serious.
- Omit INSOURCE, and miss the listing in case of a serious error.
