Get options from %PROCESS/*PROCESS in SYSADATA

In future, we would like to be able to control the use of compiler options specified at %PROCESS/*PROCESS on an exception basis. Instead of specifying the installation default in IBMZIOP protected from being overridden. To unprotect the installation default we need the options specified at %PROCESS/*PROCESS included in SYSADATA. With that we are able to handle exceptions with an own solution based on the header, message, file, literal, counter, symbol and syntax records of SYSADATA.
