Support a UTC datetime and a UTC offset function

The PL/I compiler provides builtin equivalents to almost all the Language Environment date-time services we currently use, except for the CEEGMT (Get current Greenwich Mean Time) and CEEGMTO (Get offset from Greenwich Mean Time to local time).
Could you enhance the DATETIME, DATE and TIME builtins so that they can return the UTC values if requested (or provide new builtins) and the UTC offset ?

    yes, it would be good to provide these and to thereby eliminate the dependency on these LE functions
