FILENEW returns a FILE VARIABLE that points to a new file constant in automatic storage.
The new file variable has the default file attributes unless an argument is specified in which case the attributes in the declaration of that file are used. The new file remains valid and usable only until the termination of the block in which the filenew function is invoked.
This built-in function has one optional argument which, if specified, must be a file constant or an initialized file variable.
