display IBM1789i on declaration

The code below leads to an "IBM1789I The qualifyer foox does not have locator type" for line 90.
Imho it would be much clearer if the compile error is thrown for line 20. line 20 is a programmer typo and shall be "...based(addr(foo))";

10 dcl foo (10) char(1);
20 dcl foox char(10) based(foo);
......
90 foox = 'a';

forgive me if i haven't found an alredy existing RFE via the searches i did.

    this would require a delicate and non-trivial change to the compiler for what is probably a rare user error

    @prino: you're absolutely right, but sometimes it feels like the compiler throws something at me ;-). i'll try to be more precise in the future to avoid misunderstanding!

    Just nitpicking, but compilers don't "throw" errors, please use proper terminology!
