Expand of RULES(NOGLOBALDO) to RULES(NOGLOBAL) with 1st suboption ALL | DO and 2nd suboption ALL | SOURCE

We want to ensure that no variables from parent blocks are accessed by its containing procedure at all – not only loop control variables:

Therefore we would like to get the RULES suboption changed from [NO]GLOBALDO to [NO]GLOBAL:
- With GLOBAL as default
- With ALL (default) or DO as 1st suboptions for NOGLOBAL, but see * below
- With ALL (default) or SOURCE as 2nd suboption for NOGLOBAL

* All things which are “global by definition” must be exempted, so for example ON-units, definition of user-defined types, named constants and all EXTERNAL files and entries.

So today's NOGLOBALDO needs to be changed to NOGLOBAL(DO) or NOGLOBAL(DO,ALL)

    So you will be passing potentially mile-long parameter lists, increasing the maintainability of the code, and adding potentially more instructions to be executed, to set up such parameter lists?
