Add RULES(NOLAXINTERFACE)

[NO]LAXINTERFACE

We want to ensure the conformance of the entry declaration between the calling program and the called program with the standard that the callee has to include its own entry declaration - with the same include member as the caller in order to get the IBM2254I severe message in case of mismatch.

Therefore we would like to get a new RULES suboption such as [NO]LAXINTERFACE:
- With LAXINTERFACE as default
- With NOLAXINTERFACE the own entry declaration must be explicitly declared, but only if the program doesn't contain OPTIONS(MAIN).
