Add new REPLACE built-in function to replace string once or all

Inspired by the TSO/ISPF editor we miss the implementation of a REPLACE [ALL] to replace a given string "from" with another given string "to" in a given text (variable) – either once (default) or all occurrences.

So we would like to get a new built-in function such as REPLACE(string,from,to[,n][n-times]):
- With optional n as starting position – default is 1.
- With optional n-times for how many times the replacing should been done – default is 1 for once but 0 stand for all occurrences.
- Returning the full string – independent from the starting position of the replacement.

    This will be very useful.
    I miss alot of string functions on PL/I.

    We made some REXX String functions available to PL/I with Macros. But it is better/more performant by an BIF.
