Downgrade the severity of message IBM1678I S

Using Enterprise PL/I V4.5 have found that when compiling with DEFAULT (NULLSTRPRT(STRICT), NONASSIGNABLE), that too many modules fail to compile.
Downgrade the severity of message:
IBM1678I S 419.0 Assignment of CHARACTER to POINTER is invalid

    making it an E level message is more flexible

    The error message is a completely generic one, so downgrading it to "E" status is highly undesirable. Also, this message indicates that the programmer has (potentially) taken shortcuts that can (and will) lead to problems sooner or later. Rather than changing a PL/I message that will impact many users, it would be a lot better if the requester changes the affected sources, or compiles with less strict options...
