Add support for CMPAT(V1) to Enterprise PL/I 5.1

Enterprise PL/I 5.1 does not support the CMPAT(V1) compiler option, which has been supported for many years by previous versions of the compiler.

The CMPAT compiler option allows the sharing of strings, AREAs, arrays, or structures with other programs compiled with the same CMPAT specification. All the modules in an application must be compiled with the same CMPAT option.

In order to go to Enterprise PLI V5.1, PL/I shops whose portfolio has been compiled using CMPAT(V1) must recompile, relink, rebind, and redeploy every program with CMPAT(V2 or V3).

This request for enhancement is to add CMPAT(V1) compatibility to Enterprise PL/I V.51 which will allow PL/I shops who use CMPAT(V1) to avoid a costly conversion of their portfolio.

Support for CMPAT(V1) will be added to version 5 via APAR PI65513. However, new language features such as JSON parsing and generation will not be supported under CMPAT(V1)
