LINECOUNT(0) compile option to disable all non-section pagebreaks

Current LC implementation expects a fixed linecount number. In rare cases listing sections exceede that line count.
And for simplicity, LC(0) is easier to "remember" than an fixed number, which might change between compiler version

    This has been delivered in the 6.1 compiler and is available if recent service is applied.
