Lift or remove limits of INLIST built-in function

The INLIST built-in function is limited to 63 values (64 arguments), please either lift that up to at least 127 values (128 arguments) or remove the limitation.

That background is, that based on the new MAXRUNONIF compiler option of version 6.1, we get for some IF statements the error message IBM2500I (could be replaced by SELECT) but expected IBM2499I (could be replaced by INLIST). It would be easier and more understandable to replace these IF statements with INLIST but unfortunately that's not possible, due to the current limitation.

    his has been delivered in 6.1 - if you have a PTF for APAR PH56289 or later, this function is included

    The limit of 64 was used only because that was the largest limit allowed for any other built-in function. The limit will be raised for INLIST to something like 512
