Propagate the JSONOMIT attribute from a structure parent to its members

If the JSONOMIT attribute is specified on a structure parent, and all its members are containing a null string or a zero value, then the whole structure should be omitted from output generated by the JSON functions.

We need the same behavior as the XMLMOMIT attribute when specified on structures.

    The attribute is not propagated, but if JSONOMIT is specified on a structure and all of its elements are null, then the structure will not be generated into the JSON text

    Yes, JSON should have the same behavior (within reason) as XML
