Add new RULES option for IBM2674I message, similar to RULES([NO]PADDING)

Please add a new RULES option like [NO]UDSALIGN, similar to RULES([NO]PADDING), to control the IBM2674I message about the alignment of user defined structures:

  • Under NOUDSALGIN, no IBM2674I message will be produced.
  • Under UDSALIGN, IBM2674I message will be produces based on the two sub-options:
    • ALL (default) or SOURCE as 1st sub-option with the same meanings like for all other options.
    • STRICT (default) or LOOSE as 2nd sub-option, where LOOSE means, that the message gets issued only for defined structures, which are received as parameter or passed as argument.
