Provide a supported method to return a COBOL or PL/I program's compiled SERVCE string to the program at execution time.

This is a copy of https://ideas.ibm.com/ideas/COBOLVUE-I-426 which reads:

SCLM's often store company-specific information in the SERVICE string to identify not only the date and time last compiled but who last compiled it and under what project identifier string.  Currently the only way for a running COBOL program to retrieve it's own SERVICE string is to call a custom-written assembler subroutine to retrieve the string from the PPA where it is located.  Either provide a supported LE function callable from COBOL or PL/I to return the string, or as an alternate COBOL-only solution a new COBOL SPECIAL-REGISTER to retrieve the value.

For PL/I a new builtin "GETSERVICE()" would be useful, or you might consider adding another option to the existing "GETSYSWORD()" builtin.

    In the 6.2 release, we added 2 new preprocessor built-in functions: SERVICE and COPYRIGHT. These return the values of the corresponding compiler options and could thus allow a program to display, log, etc that value at runtime
