Runtime variable substitution

Support for runtime variable substitution would make what has to be done currently with long select statements much easier to code and require much less code.

    I think your usecase can be implemented using existing language features and functionality (via dynamic allocation of files etc).
    So imho introducing pretty questionable functionality into PL/I would not improve the language.
    I might have missed something, just my 0.02€,

    But the CSTG will work on the code generated by the pre-processor!

    CSTG will not work on output from the pre-processor.
