Add MINVAL and MAXVAL built-in functions returning the smallest/largest value for a fixed variable

Inspired by LOW/HIGH for character as well as by TINY/HUGE for float we would like to get new MINVAL and MAXVAL built-in functions returning the smallest (negative or zero) and largest (positive) value for fixed variables only (binary or decimal).

- MINVAL( x ) returns zero if x is UNSIGNED and the "most negative" value x could assume otherwise
- MAXVAL( x ) returns the "most positive" value x could assume
- BETWEEN( x, MINVAL(x), MAXVAL(x) ) is always true

    Hi Patrick, LOW() and HIGH() was also our intention but Peter Elderon suggested MINVAL() and MAXVAL().
