Enhance GETJCLSYMBOL function

Enhance new GETJCLSYMBOL function to return an indicator, if a symbol does not exist. The implementation now is to return a null-string, which may also be a valid Symbol definition // SET S1=''

Example

SXX=GETJCLSYMBOLS('S1','xxxx')

2nd parm is the return-string, if symbol is not defined
2nd Parm defaults to null-string.

Or Default undefined to LOW(255) or HIGH(255).
In theory such symbol-values may be used in jobs, but nobody will do this in practice I think.

    This is a reasonable request, but it might not be the best fit for PL/I to have the function return a value and also set another value: PL/I built-in functions, with the exception of the buffer-management functions and the built-in subroutines, usually change none of the arguments or even storage associated with the arguments: they simply return a value. So, it might be best to provide this functionality via a new IsJclSymbol function
