New value attributes VALUERANGE, VALUELIST

it might be good to have 2 new attributes for a value:
VALUERANGE( x : y ) which would specify the allowed range of values a variable could hold. For example, a field that was meant to hold a month value as a numeric, this could be
dcl MM fixed bin valuerange( 1 : 12 );

VALUELIST( x, y, .... ) which would specify the allowed list of values a variable could hold. For example, for a field that was meant to a month value as a char value, this could be
dcl Month char(3) valuelist( 'Jan', 'Feb', .... )

and either a new CHECK suboption or a new condition prefix could be defined that would cause the compiler to generate code that check that only acceptable values were assigned

    I think it would also be good to have a built-in function named, say, VALIDVALUE that would test a variable with either of these attributes to see if its value matched the attribute
