Allow REFER option on WSDL structures

Arrays with the REFER options are currently not allowed in WSDL files (Cics Web Services).

At compile time, we get the following message: DFHPI9540E Unsupported keyword " REFER " has been found. REFER is not allowed for the WSDL

The equivalent Cobol OCCURS DEPENDING ON is allowed in mapping level 4.

We would like this restriction to be removed, so that several (not only one) arrays with the REFER options are accepted in a WSDL definition.

    I think this requirement should be directed to the product that owns this preprocessor (but if you do open it against them, you can indicate that the PL/I team would help them if they wanted). PL/I alone can't fix this
