Allow installation of multiple Python versions into the same CSI

With IDEA ZOS-I-3993 (Bundle python with | IBM Z Hardware and Operating Systems Ideas Portal) Python and ZOAU were added as bypassable pre-requisite to z/OS itself. Unfortunately, every new Python versions contain ++DELETE statements in the FMID to delete old versions. This is VERY problematic:

  • It could break running Python code if the venvs refer to other Python versions
  • ZOAU is always VERY late with support of the new Python versions, so the installation of new Python versions would delete old versions and break ZOAU stuff
  • If you keep the old Python runtime within the CSI you are no longer able to install new maintenance for the old versions because SMP/E is no longer aware of, this is a huge vulnerability
  • Python AI Toolikt (https://ibm-z-oss-oda.github.io/python_ai_toolkit_zos/) is always very slow in porting the packages to new Python versions

The easy solution for this is: Remove the ++DELETEs for older Python FMIDs.  We know some other customers that have the same issues. Even Java, ZOAU and other stuff allow parallel installation of different versions. This should be true for Python, too. The change is quit easy.
