This feature is now available in fix pack 7.5.1.7. It has also been implemented in version 8.
After a discussion with this customer, we have agreed on a solution which will provide support for UTF-8 for outgoing data, ussing CCSID. This will require a change from CICS as well, which they have agreed to provide. The RBD portion of the solution will be delivered in a 7.5.1.x fix pack, with APAR PM24213.
A broader solution to support UTF-8 for both incoming and outgoing data would require more extensive changes for both RBD and CICS. This is not currently in plan for RBD. In the future, if CICS provides this support, then you can submit a new requirement for RBD to support it as well.
This RFE is consistent with our strategy and product roadmap and IBM is continuing to evaluate.
