Convert all sql words in #sql statement to upper case

If we have Half Width Katakana in our EGL literals and lower case sql keywords, we must currently rewrite our EGL source code to change the Half Width Katakana to normal width, or change our lower case SQL keywords into upper case, to avoid compile errors on zOS environment.

This is due to limitations of Japanese codepages on zOS and can easily occur, especially when migrating code from VAGen.

The whole problem can be avoided by having a feature in RBD which automatically converts all sql words in #sql statement to upper case.

    An alternate solution was found, so that the upper-casing is being handled during migration.
