I need to be able to specify: "Run this step only if all previous step gave cond code less than 5"

“EGL Generation Guide, Version 7 Release 5.1. Chapter "Overview of COBOL generation", "Modifying EGL build scripts for z/OS", "EXEC statement" shows, that COND with no stepname is allowed. And I really need to be able to specify: "Run this step only if all previous step gave cond code less than 5". 

But when I remove stepname from the COND, I get an error. 

Example: When I change from //COPYFCD EXEC PGM=IEBCOPY,COND=(5,LT,LNK) to //COPYFCD EXEC PGM=IEBCOPY,COND=(5,LT) 

I get the error: CCUE-048 An invalid value for COND was specified in the build script. „Ç—„*ö„Ç ˜„*û °& jë@ is an invalid condition.
