Provide a precondition to deliver to check that no reconciliation warnings exist

In some circumstances, we want to force developers to deliver code having no reconcilation warning.
So we would like to have in implemented the product a precondition to the deliver that could forbid to deliver a COBOL module having one or more reconcilation warnings.
This will force the developer to fix the reconcilation warning before delivering.
