Add micro-pattern API to enable copy-paste of user code or mp generated code

Actually, from RPP 9.6.x, copy-paste is disallowed by RPP in COBOL PDP editor for regions of code generated from a micro-pattern.

In particular in case of COBOL Facet of RPP, it is necessay to enale copy-paste of code in the generated program
* either user code between generated lines from a micro-pattern
* either a line of generated code.

A Java API a the level of micro-pattern processing, should be added to enforce enablement of copy-paste of code.
The API shall target
* either a particular tag created by the micro-pattern
* either all tags managed by the micro-pattern ...
* either all the program ?
