Fully Loaded Vs Sparsely Loaded Workspaces - Incoming Changes

Scenario:
- User 1 has fully Loaded Workspace
- User 2 Sparse Loaded Workspace
- User 1 Delivers to the stream a file that is not loaded by User2
- User 2 is notified in Pending Changes (Incoming Folder)

Question1: Is there a way to tell that User 2 does not need to worry about the Incoming changes since the files are not part of their workspace?

Question2: Why would the files show up in the Incoming Folder since they were not initially loaded?

Question3: Is there a way to hide them from the Pending Changes? If not, is it OK to always ignore them?

Q1: Is there a way to tell that User 2 does not need to worry about the Incoming changes since the files are not part of their workspace?
No, there is no simple way to see if an incoming changes is done on a file that is not part of the local workspace.

Q2: Why would the files show up in the Incoming Folder since they were not initially loaded?
Even if the content of a project is partially loaded (in the case of the sparse loading), all changes done on the the project contents are notified and shown in the 'Pending Changes View'. This view does not analyze the content of the local workspace.

Q3: Is there a way to hide them from the Pending Changes? If not, is it OK to always ignore them?
There is no way to mask the pending changes about files that are not loaded in the local workspace, but if you accept these changes, the files that are not previously loaded are ignored.
Ex1: User1 update an existing file, check and deliver the change. This file is not loaded in the local workspace of User2. If User2 accept this change, this file will not be loaded in its local workspace.
Ex2: User2 create a file, checkin and deliver the change. If User2 accept this change, a dialog is opened. If User2 does not accept to load the additions, the created file will not be loaded in the local workspace of User2.
Ex3: If User2 always ignore pending changes, its local workspace contents could be inconsistent with the changes done by other users.
