Provide artifact store for IBM Java libraries

IBM Semeru for Z ships with a number of Z specific libraries that can be used to interface with traditional Z subsystems like RACF, or that have useful utilities like the JZOS library.

The problem is that, when developing an application to run on Z, even when downloading Semeru and using it as a runtime on your x86 machine (For development outside of zOS), you don't get those Z specific libraries. So you need to go into a zOS System that has those libraries (or download the zOS version of Semeru), download them and then add them to your Maven or Gradle project manually, as well as maintain the versioning for those libraries manually. This leads to a lot of manual overhead when developing Java applications for zOS that require some of these proprietary Z specific libraries.

While some libraries can be found on mvnrepository.com, that is not true for all of them, so the suggestion is for IBM to provide all of the Z specific libraries in some artifact store solution, so that we can add them to our Maven/Gradle projects automatically like you would any other library that is hosted on mvnrepository for example. This will speed up Java app development for zOS and make the process of managing versioning for these libraries much easier as well.

    This is good approach, it will help developers to fetch the jars and get the updated jars as well. It easier to maintain too.
