After HSM recall failed, send recall to other systems.

When a recall fails with "ARC1102I DATA SET IS NOT MIGRATED/BACKED UP", often it is migrated on another system. Instead of having to log onto one or many other LPARs to recall the dataset, I would prefer an automatic (or manual) way of issuing a recall to another or all systems. An even better implementation would be to wait for the recall to be successful or fail on all systems before proceeding.

    This seems to be requirement for HSM team as Advanced Audit for DFSMShsm performs audit / fix card generation as per the current LPAR + HSM configuration. Need more clarity if anything needed at AAD end.
